I don't know how you define 'antagonist', but Edea doesn't classify as antagonist to me at all. She's just an unconscious helpless shell possessed by an evil witch, Ultimecia. I mean come on... after Edea recovered, she's so motherly and nice, and later on she lost her powers and turn into an ordinary woman who offers help for the party. By the end of the game, she also lost her freaky witch costume.

Well if you instead compare Ultimecia and Sephiroth, it will not make much difference. Ultimecia is revealed so late in the game that by that time, it is too late for any character development or to show how evil she is. It's unlike most other FF 'real' villains who are revealed early in the game like Kuja and Sephiroth (both are revealed in disc 1).

FFVIII just lacks a good antagonist in my opinion. But it's still my favourite title. All other things in the game made up for lack of a real sophisticated evil villain. So it's still a good game.

To answer the question, taking an unbiased view, Edea/Ultimecia loses the 'most villainous' competition with Kefka, Sephiroth, Kuja, etc in my opinion.

Antagonist means one who causes a conflict or struggle to the protagonist, it's not how I difine the word, it's how the world defines the word
