The reason they can is because Quake is a technique, not magic.

Not sure if this is about magic or the game Quake. So... I'm a fan of Doom, although Quake 4 was pretty f*ckin sweet. And as far as quake magic,, never used it much. Never really appealed to me because most enemies are either immune to it or simply just not weak to it. In FF7, I never used it period. Bio-all> that was my cup of tea

It's actually about the big adamantoise enemies on Gran Pulse who use quake and when they roar, they cause deprotect and shell
