What is this box for?

So, after realizing it was something I could type in, I thought maybe it was a little "notepad" however, there's no save button, so it can't be that? But what is it though?

There's this little vertical stripe/button under the text box, but when you press that, it seems to just load the page, and delete written message. o.0 Confused.

So whot's this all about then?

It used to be a notepad, but it's been broken forever, I just don't think anyone's ever pointed it out xD

Also, yeah, it's been here since i've joined and i've never bothered to even try it, it kinda looks incomplete, what with the button being... well you can see it's only half there really.
Even if it was working, who would use it? That's what i'd like to know.
