The only reason RAAM was victorious was because the disgusting lot of people who over use the word "overrated" like to say that Sephiroth or FFVII is overrated thus they vote for someone who they don't know about in order to make sure Sephiroth doesn't win.

No it was more of a 'it's funnier this way' attitude. Personally I think it depends on what you perceive a villain as, Sephiroth was twisted and did think he was doing the right thing in some way, RAAM was just a douche.
