Police officer Patrick Larrison has been placed on administrative leave this week after video of the arrest on January 25 in Phoenix, Arizona was posted on YouTube and seen by another officer.
Investigators are carrying out both an internal and criminal investigation on Larrison, who has worked for the Phoenix Police Department for six-and-a-half years, ABC News reports.
The three-minute video shows the teenager, who has not been identified, fighting with her mother in a car park in Charter East, part of the Ombudsman Charter Schools in Phoenix.
The girl was reportedly intoxicated and sharing alcohol at her school.
The footage shows the mother trying to pin her daughter to the ground but the teenager eventually struggles free and starts to walk away.
Officer Larrison is then seen running up behind the girl and slamming her to the ground before handcuffing her.
The girl was charged with aggravated assault for striking a school employee and threatening police.
Phoenix police sergeant Trent Crump said the video was "very concerning" and investigators are looking at whether there is "evidence of an aggravated assault or not."
"What you see in the video is of great concern to the Phoenix Police Department about how a member of this community was treated."
Police have asked local prosecutors to review the case.
A Charter East spokeswoman said the teenager was no longer a student at the school.
"Her last day of enrollment was the day the incident occurred," Cate Lewandowski said.

I personally think the cop was an idiot to 'body slam' the girl, even if it was 'justified' in his own head. The girls also an idiot for acting like a bitch and getting into the fight with her mother in public.
Not to mention drinking in school and striking school employees, makes you think as to how the mother raised her.
