Well, Baron only ever had limited power over a few other cities, while the Empire controlled almost all of the world, so the answer is pretty simple.
 
I'm gonna go with the Gestahl Empire, The Red Wings aint got nothing on Magitek:monster:, and as Brutus said; The empire controlled most of the world.
 
Yeah the Gestahlian Empire wins hands down. They're far superior and advanced against the knights of Baron. And the magitek only makes them more of a force to be reckoned with.
 
The one thing the Red Wings got over the Empire is a way bitchin theme. Wait...there was a theme for the Empire, right? Like that one for when you're infiltrating the Esper research center? Yeah...that'll do...>_>
 
You know there's a funny thing about empires. Have you ever noticed that all the empires we ever had (From the Roman Empire to the British Empire and every one else in between) always fell apart over time. Same case here. True in their prime they could just about beat just about any nation, Baron included. It's a shame the empire collapsed due to just 10-12 warriors and 1 insane clown.
 
Yeah, go figure...things end over time. Who knew? >_>

Also, it was mostly just the insane clown. They pretty much had the heroes beat before the stuff with Leo & then Gestahl...
 
Baron pales in comparison to the Gestahlian Empire. Baron had the Red Wings and small groups of Black Mages, White Mages, Dragoons and Dark Knights. The Gestahlian Empire had Magitek Armour, the means to extract the Espers' power (arbeit not properly), a huge army of loyal soldiers, and Kefka. All Baron did was get taken over by Golbez and steal a few crystals. The Empire had the whole world trembling in fear, and Gestahl's actions set about the very destruction of the world.

Now the Gestahlian Empire against the Archadian Empire, that would be a battle to behold.

The Red Wings, the only real thing Baron has military-wise that would be effective, would get decimated by Gestahl's Imperial Airforce.

not to mention Guardian. I'd like to see Golbez get past that fucker eh!
 
I'm not really partial to either, but I'd go with Gestahl Empire just for the simple fact that I've finished FFVI and not FFIV and have seen what the Empire did to many people.

I have no doubt the Kongdom of Baron was a beast in its works, but I only saw the intro of FFIV and was only about 4 hours into the game.
