The good news: Hajime Tabata, the director of Final Fantasy Type-0 said that Square:
“feel strongly” about bringing the game to North America and Europe.
You don't say!
But.
The not-so-good news as Tabata explained to GameSpot:
“Due to market reasons, we are taking a clean slate in terms of our plans. We feel strongly about bringing this title to the fans in North America and Europe, so if an opportunity arises that can become a conclusive factor, we are prepared to go into consideration right away.”
Tabata then went on to explain what he would improve in the game. He spoke of putting in ad-hoc capabilities and a co-op mode:
“where players could help each other at any time,” as well as more thorough and easier to understand story, a better balance of magic, and adjustments to the leveling curve.

So basically, nothing really we don't already know/have figured it out yet by now. If anyone is still confused, this means:
> We would LIKE to localise the game BUT:
> the PSP is doing shit in the west
> We can't just simply port this to PS3 because SCEA guidelines say we can't do that without extensive editing or rework and additional content
> The Vita is kind of doing shit right now
