I have a feeling the original image might have been tampered with.
The kid is wearing eyeshadow / liner / whatever to make his eyes appear more scary (which I can't imagine something like that having). I think the original picture might have been scary anyway, but it looks like someone has added to it to make it even scarier... Probably to mock how they put scary looking expressions on the kids in this type of thing.
