My answer is that it's because he's the only enemy in the game to have an unavoidable attack. Frequently, he gains that glowing aura around his body, flies off on his spears and attacks Sora in the form of a dragon, which causes a whirlwind to sweep from one end of the bridge to another.
My next question: is there any way to avoid that attack? By that point in the game, it is impossible to have a High Jump high enough to bounce over the whirlwind, so that's out. I've tried every part of the bridge, dodge rolling, sliding, guarding and deflecting that attack and nothing happens. It's a fairly strong attack and if you're in MP Charge, you have to rely on items...which are limited and Xaldin's attack is not.

but thats why king mickey comes to help you. in certain battles in that game that are deemed too hard, the king flies in to help you. but in that particular fight, his help wasnt much
