I liked Jecht because he was cool and he had changed his attitude since he went away. Seymour was just annoying and gay. If it was a one on one battle between those two, Jecht would win.
As a villain, a character and in every other sense, I prefer Seymour. I cannot stand Jecht at all. He's the most unbelievably mundane and irritating minor character in existence. Seymour has an interesting history, a creepy aristocratic attitude that just screams "evil!" and he makes a much better antagonist.

I hate him so much that he is probably my favourite villain. He managed to annoy me so much that every word he says made my ears bleed. His kiss with Yuna burned my eyes to ashes. And he keeps reappearing even though he is dead. It's creepier than Shelinda is (who keeps appearing everywhere too).
Jecht is annoying too though. But he is not evil enough.

I think Seymour was good in terms of "Ugh!" value 
He was a complete slimeball, he had the air of someone who thought he looked much better than he did (please close your shirt dude 
), and for some reason he reminded me of Alec Baldwin, who I have an irrational fear of due to his calm yet sinister demeanor that lures you into a false sense of security, so that once he decides to show you the cheese in his bellybutton you can't do anything about it 
Seymour has exactly that same horrifying thing going on ._.
However, overall as far as generally liking the character, I choose Jecht. I love seeing characters struggle between good and evil, or heartless and kind, and he did exactly that. I thought he was one of the most dynamic characters in the story, and from my viewpoint, any main character who's interesting like that automatically ends up being one of my favorites. I actually liked him more than many of the PCs, he's actually up there with Auron as one of my favorite dudes in the game.

Not only being my favourite villan in exsistence. He fills the "im gonna kill you. got it?" par for FFX. Jecht wasnt evil(Barring Tidus opinion) he was controlled by yu yevon. And he was pointless. I like to think of him as the first form f yu yevon.
Seymour radiated EVIL. The kiss made me want to buy the game just to kill him. and the fact that he keeps reappearing adds to that.
