I have a question first. If you restart, do you lose all your money and items? And bank status?

yes, yes, and i believe yes it is a tuff choice

Ah restart is, in other words, a total deletion of your character's profile which includes all actions, all transaction, all items, all experience, and every single interaction your character might have had with the NPCs of the RPG. All achieved quests will be reset in your character so that means you will be able to do the quests again. So it is a "Back to Square One"

It's been months since I've reported my character stats being messed up and nothing has been done, so I assume nothing CAN be done, and it's just bothering me way too much to simply ignore and continue, so please just reset my character >.<

I haven't played in a long while due to real life, so I kind of forgot my place anyways >_>
