You get reps from your brother who is actually the same person anyway. Then you rep mods because everyone sucks up to them. If you follow this two step programme you will see results within 6 moneyback guaranteed weeks.

How much rep you get depends on the user repping you. The more rep the user repping you has the higher the rep you will receive. If a user has low rep (well what might have been high rep a few months ago but is low now 
) then it wouldn't increase much, and if the user has no rep or is in negative rep then it won't increase at all.
