wasnt that in ff8? When seifer is interogating squall about SEED? One of the options lets you say that seeds plan is to fill the world with flowers, then invade? Or something like that.
You may either be thinking of Dissidia with Firion's dream of Roses everywhere or FF8.
I've just replayed FF7 and I don't recall any mention of flowers everywhere involving Aerith.

.. I only remember Aerith making 23 wishes and something about a flower wagon but that was about meeting Zack again, or her wishing to be with Zack forever or something....
Well maybe this will help a little bit. I think when cloud lands in the church she is tending to flowers. She speaks of how they say flowers dont grow in midgar but for some reason they seem to grow just fine here. Now its not exact words but you can take the context to mean that she would love the world to be full of flowers. And Im not sure but perhaps the introduction of the character in the little guidebook that comes with the game maybe says something like this. Im not sure because I havent had the guidebook for a long time.
Also what the characters say in the game also changes depending on when and where you take them. maybe a reason some people dont recall it it because they didnt have aeris in the party when this line was quoted. But for some reason this line is really familiar to me too. Maybe I have heard it because I carry her almost everywhere in the game until she dies.
