...nobody likes him... AT LEAST give us a GOOD FFXII character
(like Balthier.) Hell, Balthier was supposed to be in the first game anyway.

Why only two more? 
If there are only going to be two more then they may be Sazh and Gilgamesh, since they were both characters that Nomura stated he'd like to see in a sequel (apparently).
That wouldn't make much sense though... Why would Lightning and Sazh be in the game without a villain?
Also, that totally mucks the balance up. Not only is there uneven distribution of characters from games, but Cosmos and Chaos are no longer in balance, and it'll be much less of a struggle. Cosmos now has about four or five extra fighters than Chaos. It's not really very fair.

I can probably see the logic behind having Vaan represent the heroes side of FFXII, seeing as the first Dissidia only provided Gabranth and well...as much as I hate to say it, Vaan is technically the main protagonist for FFXII. 
Balthier, Ashe, Basch, Fran - any one of those four would make a better choice for the game in my opinion. Vaan (and Penelo) spend the whole of FFXII (bar the beginning parts) as observers in the story, having very little impact. I don't really want to see Vaan again.

Wait, has Nomura actually said there's only 1-2 characters left to reveal, or are you just speculating? For all we know, he could just be saying that not every FF Game will have new characters, and go against his word anyway. I highly doubt what he says, tbh.

And only leave three out of the question, because that would seem very biased of him.

Dissidia 012 sounds like the most obvious candidate for Vaan to show up. We can't rule out Fortress yet though. It's supposed to be set after the events of FFXII (based on an artwork of Ashe that circulated around a while ago), so it is still possible that Vaan may be around as well.
But seeing as Fortress hasn't been seen or heard of for a long time (still not 100% sure if it is still even being made after GRIN closed down), it's very unlikely that it's reached a development stage late enough for English voice actors to walk onto the stage. So if the guy is right, there's a strong indication that Vaan will show up in Dissidia 012.
