I am requesting permission to make "Galbadia Garden" A branch of the SeeDs that relies on training up members on how to RP and play the inferno effectively.

I don't think you need permission to create a Garden...i think however that there was a Galbadia Garden in the past or was it the White SeeDs? Hmm...can't remember.
