Julius added it to the shop in Sapphire Forest 1 when he saw that it didn't have a Fire spell available there. He thought there was already Fire available to learn, it was only just added very recently.
Uh, Desert Tiger, got some news for you, looks like Level 8 is as high in level as you can get Energy Focus, and that's where I am at.

working on getting fire and i'm 13, patience isn't a virtue i have. at least, not that amount of patience. by the way, what is the arcane skill level requirement for fire and energy focus?
