You must reach Pewter Road first before reaching the Ice Passage, which leads you to the Esperon Bridge and then to Gagazet. The point is, that I forgot what NPC grants you access to Pewter Road...
Just tell him to try all of them, one of them must eventually do it

dude what is pewter road anyways.
an area in the RPG which jimmy is stuck trying to find because he is anti-social with the NPCs 
Pewter Road is the area that leads to the ICE PASSAGE. In other words, if a player doesn't reach that place, he or she will be eternally stuck

Lol, Jimmy must talk to every NPC he missed to talk to....since I don't know what he hasn't done yet to reach Pewter Road
