Just save them as a .PNG file it keeps quality high and file size low. Topaz filters dont really make things high quality, infact mostly you just lose detail, but it can be used to great justice.
First of all, there's one thing you gotta make sure of.
You gotta have a big picture to start with to make sure the quality remains. Taking a small pic and making it bigger is never a good idea. Your best interest is to find a picture that's wallpaper size, to make it smaller into sig size.
Also, the next thing has nothing to do with quality, but I've messed with it and it made the pics stand out a bit more. If you have Photoshop go to;
Image > Adjusments > Exposure...
There's three options there.
Exposure - Move the scroller to the right a tad more so it's not in the middle.
Offset - Same goes for this one, not too much.
Gamma - Move this one to the left a bit.
It has nothing to do with quality, but I found that the images got sharper.
Also it depends on experience, imho. my first few sets I made weren't the best or sharpest ones I've ever made, but as time went on, I found that my sets started getting sharper due to my experience at making them. And yes, make sure you save them as a .PNG, NOT as a .JPG. Jpeg is not as high of quality as a PNG file.
