Help Need Help With Limit Breaks

I am currently playing through FFVII, and am on the third disc and all my characters are around level 65, but I have yet to learn any level 2 or 3 limit breaks for any of them. After looking around online, it says that limit breaks are learned when defeating a certain amount of enemies with a certain character. For example, you have to defeat 80 enemies to learn a level 2 LB. At this point in the game, I believe I have long surpassed that number. So why am I not learning any new LBs?
 
I'd love to find out how you defeated Rapps in Wutai then.

Speculation aside, I believe that some of them are also learned by using a certain limit break a number of times. And I think that applies to using the second limit cause I have memories of bitching about Barret and how I would have to use the totally useless (in my opinion) MP damage limitof his; Mindblow I think.

As I understand it from what I have read, there are 2 LBs per level, save for level 4. The unlock criteria for the 1st relies on your # of enemies beaten, while the 2nd relies on the amount of times you use an LB. I have used Cloud's Cross-Slash and Braver a bunch (the guide said you need to use it 8 times to get to level 2), so I have met all the criteria for new LBs, as far as I know.

If it matters, I am playing the PSN version of FFVII.

EDIT: Wait a minute, do you have to meet these criteria with all characters? I haven't used Cait Sith or Barret at all, so they wouldn't have gotten to level 2 for sure.
 
Odd. I'm working from the original PS version. Honestly have no idea what the problem could be. Unless you've been using summons to deliver the finishing blows because I don't think those count towards character kills.

It could also be a bug in the PSN version.

I haven't heard anything about a bug... Can anyone else confirm or deny this?
 
That's odd. I'm playing the psn version and still on the first disc with level 2 LBs for everyone except Cait Sith. I try to use my characters evenly but this sounds like an odd problem o__O. Maybe try using the LBs more in battle? Or just grind?
 
Ah, who needs Limit Breaks, anyway? I've got the Knights of the Round Materia. That's good enough. ;)
 
Well for future reference, to get the second limit break (in the same level) you have to use the first limit break a certain number of times, and to get to the next level with the limit breaks (to level 2 or 3) you have to kill a certain number of eneimes with the person whose limit break you want to get to the next level, so yes you might of killed over 85 enemies, but you might not of killed that many with all your people.
 
I don't think it's always just killing or using them. But the level 4 limit breaks you just teach them. Search up a limitbreak faq on gamefaqs.com (by looking up FFVII of course) and see what it is. Or I'll go look in a second as it escapes me. I know there's a certain way to do it for everyone.
 
I can only say that if you haven't gotten any new limit breaks there is something seriously wrong there. I've tested it and the first limit break in a set must be used a certain low number of times to get the next one of the same level. After that the character must land the final blow a certain number of times before reaching the next level of limit breaks.
