All that really needs help is the banks, the rigged monsters, the uselessness of dispel, the world map which at random times just refuses to load, The AI of some creatues (the lich, for example, with casting absorb on itself, resulting in nothing happening) and the trade system.
Other than that, just add dex and def penalties for dual weilding, and require more strength and dexterity to weild two weapons at once... Exception of say, a small dagger in the off hand. Or, you could just make two handed items a lot stronger, to convince players to use them over two swords or axes.
Unless its some weapon like the pistols, then reduce speed, dexterity, and defence, and require extra dexterity to use them.
Also, fix magic. Make arcane easier to level, and make the magic damage increase. Like, with blizzaga, if the target would have half the mage defence of the attackers magic level, make it deal double damage, and with the curing spells, add the casters magic level to the healed total... Exception of the summons, just make their healing spells heal 2/3 of what the base casting is, like with cura, make it heal 265 for them, and 400 for the player.
