I'm pretty sure it's due to the fact that both are designed by Japanese minds - since Japan has a different socio-cultural view to it, praising strength in group-thought as opposed to the Western ideal of divergent individualism, this will also result in a homologous set of ideals.
Thus Tifa and Kairi look alike because they are both major heroines and are designed to look ideal - and an ideal woman in Japanese culture has a specific look, as opposed to the fact that most American audiences would think that an ideal woman might have several different looks (i.e. the case of group-thought versus divergence).

No, I never noticed it until now. Actually, I think Kairi looks more like a Garnet than Tifa IMO. But then again, we could say that about any Brunette.
Yes, Kairi's hair looks similar, but she does not look like her whatsoever. To be honest, I liked Kairi's look better than the first game. She looked way too childlike in the first game. It was pretty good to see she had matured in the year that had pased in between both games.
There we go.
Similarities? Both girls have their left ear sticking through their hair and they both have diagonally-right facing emo-fringes.
Differences? Everything else.
I honestly don't think they look anything alike. Sure they have similar hairstyles, but Kairi's face is shaped differently as are her eyes and they're a different color. Also, Kairi's a redhead, Tifa's not. Tifa's got the boobs, Kairi doesn't...plus I think Kairi is prettier <3 I love red hair.

Tifa's hair is much longer, its not cut short up near the front like Kairi's, and Tifa keeps her hair in a very loose pony tail.
