Square Enix’s Dave Hoffman has been dropping a lot of hints lately about Project X. The unaccounted title was previously revealed to be a RPG and is said to be shocking. Dave Hoffman gave another small hint today on his Twitter. When someone asked if the RPG is being developed in Japan or in the west, he responded with the following:
This also gives further credence that the upcoming RPG might be Fortress, a western-developed sequel to Final Fantasy XII that was originally developed by Grin but has since switch hands to another western studio.

So it looks like Project X is being made in North America and not by the famous Square Enix studios in Japan.
