Yes you are all correct- that is Vivi the bad-a black mage from FFIX who was created by the mist and saw other like him and got all sad and depressed because he knew he wouldn't have long to live.

Another quick question, is he the guy in KH 2? I seen him, or someone who looked like him, at the beginning.

Yes, Vivi is also in KH2 However KH is an AU, so Vivis appearence isn't considered canon in the FFIX universe.
