Help where do i go after i get the key of the ancients?

i found it under water with the sub. My stratagy guide says i now have to go to the ancient city (do they mean the lost city?) and give the key to bogunden or whatever his name is. but when i get there he is not tehre. I checked his house and the guy in his house said he left. I dont know what to do or where to go.

You have to go to Cosmo Canyon with all four pieces of the Huge Materia and see a cutscene first.

You go to where Bugenhagen is in the Forgotten Capital (lost city) he is in the back room (once you enter the city take either a left or right and go to the back.

The Forgotten Capital is on the northernmost island (somewhere around there) with that digsite on it.
