I don't think it's stupid, well it is in a sense, but it's not much of a loss since summons early game isn't really all that helpful.
And I rarely use summons when playing FFVII, even if the damage's good, the animation's too long. MP cost is pretty high too, if compared to magic.

with the right weapons and setup it is possible to get through the game with nothing more a mastered restore and a mastered all, and enjoy mass HP to boot. However it's no fun that way
