Help Ultimate Weapons/Levels

I have 2 questions. What are the ultimate weapons for Vann, Fran and Baltheir. And what is the Max Level? 99?

Umm this is kind of a spoiler thread, but I'll give her a shot. First of all - there really isn't... an ultimate weapon for "1" individual person. If you know from experience of the License board each person can use whatever item you specialize him or her to do.

Sort of like Final Fantasy Tactics , but a little different. Each person can use the Zodiak Spear.. just like anyone can use the excalliber.

Yes the max lvl is 99.
