I'm not so sure about that though; those cities being there all along. Even though Tidus is an alternate version of Shuyin's memory, he would have carried Shuyin's memories of the world. But then again...Tidus has no recollection of a girl named Lenne, so perhaps not...
Shortly after the real Zanarkand was destroyed, dream Zanarkand was constructed. After the reconstruction, Sin used his invincible armor as a weapon and destroyed (supposedly all) machina cities in the world. This is why we see places like Besaid, Mihen, and even the calm lands, covered in destroyed machina (machina that's over 1000 years old).
Dream Zanarkand was built far out at sea, as I said, so no other civilizations could discover it. Hence why both Jecht and Tidus "washed ashore" after being flung out of dream Zanarkand and into the real ocean where it rests.
Dream Zanarkand, as well as the rest of the world (including the machina cities that sin destroyed after the war) have existed simultaneously for the last thousand years. Cities like Besaid, long ago, would have been full of live machina, however, 1000 years later, these places would be unrecognizable to a person who remembered them 1000 years ago.
