No seifer is definitely not Edea and Cid's child. Edea was the matron of the 'childhood orphanage'. Seifer was also in the childhood orphanage.

How was Edea supposed to give birth to Seifer while Edea never knew about Cid yet.

Edea never knew about Cid not until after Squall (from the future) tells her to create the SeeDs organisation.

Squall does tell her to create the Garden, that doesn't mean that Edea and Cid weren't already married and if seifer was their son that he wasn't born.
Though what Cerri said does make sense, there are no hints about it in the game, which would indicate that they didn't mean for him to be their son
