These have to be all over the place, but I didn't see one. I'm at the Vargas fight. I press A on Blitz, left right left, A again, but it always comes up as incorrect. I don' know what to do. I press all the buttons within one second of the last... I just don't know what to do.

After you press A the first time, does the cursor go to Sabin's sprite on the battle screen? That's the only thing I can think of. Or to do it faster, as one second in between each input seems a long time.
Possibly. Does the D-pad work everywhere else? I'm assuming the A-button does, since it'd be hard to do anything without that.
youre most probably not doing it properly mate. Either that or get another copy of the game

Never take your finger/thumb off the d-pad. Rather than lift it to press the next button, slide your finger/thumb across instead.
You have to be really careful, its the same way on my SNES controllers. If you press the right too close to the center, it will take it as the "down" command. Carefully press the end of "left" and then "right" and then "left" once more and then press "A". It should work.
