This game does not come with it's configuration options set up for you. Once in game you have to open the start menu and turn on some things, such Accelerated CPU Speed and setting the options to use the disc and stored data from an installation.
CPU Speed makes a bit of difference, but if you are not bothered by PS2-like load times, I'd just install the game data to your PSP's Memory Stick and fly with that.
CPU Speed really only helps keep your frame rate up when there are many enemies and objects, etc. present.
