I think you're confusing fact with fiction. I read about this on Wikipedia, I believe you have been mixed up with the "Sephirot". I'll read up on this then post again/edit for you.

Sephiroth's name has two sorces the book of Numbers being one and the other being the ten spheres on the tree of life.
Sephirot refers to one individually and Sephiroth refers to them all it is the plural of Sephirot.
Therefore Sephiroth refers to the ten aspects of the divine all ten of them. Which is interesting as that is from the Jew's holy book and Jenova is a twisated version of Jehova bing the Christian God and the Christian and Jewish God are infact the same God. So Sephiroth is named for the ten aspects of the God he is the child of.

When the Lifestream rose from the depths of the Planet to stop Meteor, countless civillians were infected by the Jenova Cells, therefore incurring Geostigma. So as long as the Lifestream continues, The Sephiroth Gene will continue to come back and, with this, Sephiroth can return always.

TSG you are right in that aslong as J-cells exist Sephiroth can return. However you are incorrect about the manner of so many children being infcted. So many children and adult alike were infected when the lifestream rose to the surface to combat meteor. It was infected with J-cells then and as it spread across the world it infected many others aswell.
