In order to unlock all the Paradox Cups, you need to train your Forms until they're each at Level 7. Same applies for your Summons. Once they're maxed, you'll have access to them all, although you can unlock them individually by only training to certain other set levels (such as 5) for Form and Summon.
You might want to train up a bit more for the Hades Paradox Cup. ;D

You have to train all to a certain level to unlock specific Paradox Cups.
There's no minimum requirement. It's given as a recommended level, but not needed. The only compulsory objective needed to be completed is the attainment of level 7 for all Forms and Summons. Possibly to beat the other cups too... can't remember if that's true.
Yay, I beat the cup, although the last boss, in the cup, Hades was easier to beat than Cloud alone.
