Which Final Fantasy Villain had the most interesting motivation and goal?
I can't ever see there being a "BEST" villain, because each villain excels in different aspects.

Please correct me if I'm wrong on any of these and tell me their motivations and goals:
Final Fantasy:
Garland - Turned into Chaos and threw the world into some sort of time loop? (Not too sure on this one.) I think his motivation was ... simply because he's evil.
Final Fantasy II:
Emperor Palamecia - [I don't know anything about this villain]
Final Fantasy III:
Cloud of Darkness - Wanted to cast the worlds into the Void, into nothingness, because they were imbalanced. Motivation was misinterpretation?
Final Fantasy IV:
Zeromus - [Not sure about him]
Final Fantasy V:
ExDeath - Wanted to merge with the Void? Generic evil motivation? [Not too sure]
Final Fantasy VI:
Kefka - Wanted to become a God to enslave the world. Motivation was insanity?
Final Fantasy VII:
Sephiroth - Wanted to break apart the planet via Meteor to drain the Lifestream and become a God. Motivation was insanity/misunderstanding?
Final Fantasy VIII:
Ultimecia - Wanted to compress time into a single point so she could rule over all of existence? Her motivation was revenge and hatred of the SeeDs?
Final Fantasy IX:
Kuja - Doesn't actually have a set goal. Originally just wanted to surpass his maker, Garland, but then moved on to trying to destroy the existance of all existance. His motivation was the constant need to verify his life, whether it be that he was destined to lose to Zidane; trying surpass Garland or the fact that he was born to die.
Final Fantasy X:
Seymour - His goal was to become Sin and destroy Spira to cleanse it of pain and suffering, to give the world piece within death. His motivation was probably the death of his mother.
Final Fantasy X-2:
Shuyin - He wanted to activate Vegnagun so it would stop the war between Zanarkand and Bevelle. His motivation was the safety of his lover, Lenne.
Final Fantasy XII:
Vayne - He wanted to take back the power to re-write history from the oppressive gods of the world and restore that power back into the hands of mankind. His motivation was the power and dominance of the Empire.
Please feel free to correct/add to the motivations and goals.
