Uh 
Equip Phantom to a character and um make sure that they learn Warp. If somebody already knows Warp, go into the menu. Head into Magic and use Warp to head out of Kefka's Tower and back into Setzer's airship in a second.

Wait, do you want OUT of Kefka's Tower? Or help within it?
If the former, follow Pika-Chew's advice.
If the latter... Where abouts are you and who did you choose in each of the three parties?
You have to make sure you have a few strong characters in each party really as they all have to deal with a couple of boss monsters, so don't dump all your weakest into one party.
I've just searched and sadly cannot find a map of Kefka's Tower, sorry.
