Improve quality of pictures in photoshop?

Herro,

I'm looking to see if I can improve the quality of a picture such as these.

I got Photoshop CS3 btw.

My phone is like only 1.3mp so really bad quality.

Help pl0x?

I used to have a crappy phone too so...
The only thing that ever works for me is adjusting the brightness and contrast.

Adjust the brightness by 5% and the contrast by around 30%.

EDIT: Or just keep toggling them until you're satisfied. But the contrast ALWAYS has to be higher.

Go to Filters, and then Enhance Image. Try messing around with the features there.

And how do we edit the contrast and brightness? xD

Oh, oh! Can I get some help with this too. I'm using CS2, so when I go to Filters, I don't see an option to "Enhance", so is there something else I can do then?
