Yes, you need 20 Three Stars to get the One MP Cost ability.
You can get it from Behemoth King (inside Sin), Jormungand (Monster Arena - Djose Highroad, Moonflow), Catoblepas (Monster Arena - Mt. Gagazet, Gagazet Cavern, Zanarkand Ruins), Earth Eater (Monster Arena - Original Creation), and Shinryu (Original Creation). With some, you'll have to steal from the enemies.
