I thought you wanted to know how to MAKE GIMP brushes from the Thread Title.
deviantART, has a lot of Tutorials.
Try looking for some, there's probably more tutorials on dA then there are anywhere else.

Have you looked at this website: http://www.gimp.org/tutorials/ ?
It has little tags like beginner, intermediate, expert, etc etc. You might be able to find something there.
Or go to DeviantArt.com and type in GIMP tutorials. Or just any specific thing you're trying to look up a tutorial for, like...
"Smudging tutorial for GIMP" @ Google, just put GIMP behind it, and read through some of them, I can almost guarantee you'll find something shiny. Good luck!
