Help Finding the Stingray in World Three

I read there is a really good defensive spell that is acquired by fighting a stingray in World Three. I think I am in the right place, but I have been circling the area on my boat and I never enounter it. I am in the sea by North Mountain and Phoenix Tower, and I get a variety of enemies, but NEVER the stingray. Does anyone have a suggestion on how to find it? Any help is greating appreciated.

The area is very specific. You have to be right above sunken Walse Tower. It also appears in Lake Carwen. It can take a really long time to find since it's a rare enemy.

On top of it having a very specific location on the map grid, I do also believe that it has a slightly lower encounter rate as well. So Mighty Guard is definitely worth it but such a hassle to get. I typically don't bother getting it
