Because Ashe sucks so completely. And I don't know who White Mage is (FFI character, I'm guessing). Also, I liked Quistis most of the time. At least those are my reasons. Yuffie and Quistis for me.
Being a big VII fan I have to vote Yuffie.
I liked Ashe, so Im voting for her and Quistis is great in FF8.
