Help FFXIII: Mission 13 -- wtf?

The Cie'th stone for this mission is on top of a huge rock, which requires chocobo access.

Having no chocobo's, I went to mission 14, knowing I could access the feathery steeds after that mission.

Much to my dismay, I cannot get mission 14 until I complete mission 13. Yet I cannot get to the stone until I have a chocobo!

This is a catch-22, yet people have managed to complete it before. Someone please explain.

EDIT: It has come to my attention that the stone i'm looking at may not be the 13th mission one. Which begs me to ask this simple question.


WHERE IS IT.
 
If I remember correctly. The 13th mission is in the Central Expanse of the Archylte Steppe. Which stone is the one you are looking at. Like which colour? The later stones are purple and those are usually high ranked.
 
The odd thing about the Cie'th stone missions...you aren't necessarily supposed to do them in order. In fact, if you look at the players guide, they don't even list them in numerical order. I believe their order is more for convenience. I don't believe it has you trek halfway around Gran Pulse to get the next mission.
 
Ah, I found it. It was on the other side of the map (short-length) so not too far a trek.

The one I was looking at was green, fyi.
