Help FFXIII: Crystal thingy (heh) Upgrade

So when abouts in the game does it upgrade? im on chapter six and it keeps giving me more options but still says its on level 1?

You should be able to expand the crystarium from the end of chapter 3 onwards as I remember. Usually the expansions are hard to identify on the actual crystarium because of the chaotic nature of it. You must complete one level of a job to be able to access the next. And until very late in the game, characters have designated jobs they an expand on (primary jobs), ie Lightning has Commander not cannot expand on Synergist (secondary jobs)
