Help FFVIII Endgame

Okay guys, I started playing FFVIII again and now I'm at the end of Disc 3 (before entering Lunatic Pandora). My Squall and Zell are at Lvl 100, Rinoa at 98, the rest.. 60+. Now I can't remember if enemy levels depend on party average or just Squall's level. If it is Squall's level, should I level up all my characters to 100?

It's based on the highest party member's level. If Squall was, say, 100 and Selphie was 10, you'd end up fighting a mixture of leveled monsters.

enemy levels are varied depending on your highest character levels. you probably should level up all the characters because of that witch ability to.....you know. it would be wise, but not a must

I'm pretty sure it's an average. My Squall and Zell are uber-high level. If I let some of the weaker members in the party, the battles get easier, even if I have either Squall or Zell in there, as compared to having them both in.

It's just Squall. If you're at the end of disc 3 it doesn't really matter, Ultimecia can't be any higher than level 65. I'm not sure if the same applies to the other bosses in Ultimecia's castle, but it doesn't make a lot of difference. As long as you have junctioned your magic competently it should be easy enough.
