So i've noticed that all the characters have different rates of speed that they cast spells and attacks...Im not so sure if it matters, but I was wondering if it could make a difference in the battle ranking?

I'm not really sure about that 
........all of their meters are the same,but you may have some characters with like one ATB segment fewer, so that may be the reason why them may cast a lower amount of spells,or do less attacks. You can always check by changing your main character of course and if they cast a low number of spells/attacks then you'll have to gain it on the crystarium,but if they are running slow on you I reccomend using haste on them.
Also, yes it does make a difference in the battle rating........the time is one of the biggest influence on the rating and the points scored per second (e.g. attacks/magic attacks inflicted on enemy).

No i have all there ATB segments...like...what I meant was that they all have there own personalized body movements to cast spells. Specific animations and they all seem to be different to me...
oh right.........well in that case I guess you could be right, especially people like Sazh who decides to put his gun around his back and shoot it. But anyway if there is any difference I'm sure its only a few miliseconds,nothing to worry about.
