I'm stuck on the boss fight against Mateus in The Stilshrine of Miriam. My characters are a few levels under 30, I think they are 28. Do I need to level my characters or do you think it is possible for me to defeat him? And if it is possible for me to defeat him, how?

Personally, I was at level 32 all around when I fought Mateus. Though to be honest, I doubt just a couple of levels at this stage would make much of a difference. However, it's still worth training that little bit extra. You'll find the Lightning Spear, or whatever it's name is to be useful here, seeing as the elementals Mateus summons are weak to it, as is Mateus himself. For characters who only use one hand for their weapons, purchase and equip the Ice Shield, as it'll halve the damage Mateus and his elementals dish out to you. Ensure that your Gambits enable one of your team to cast Cura when HP drops around 60%, as Blizzaja deals quite a lot of damage, and you'll find that the first stage of the fight you endure a huge barrage of ice spells.
Weapons which have elemental properties other than lightning will be nullified by the elementals, so take note of that when attempting to take them out if you're using weapons such as the Gladius or Flametongue.
Just keep your health high, and lure Mateus away from ranged characters to keep risk of loss minimal.
Really, there is much tactics involved here. You can try casting Thundara on the elementals to help clear them off quicker, but make sure Mateus is distant, or he'll send it right back at you.

It would be best if you were around level 32, mine were around level 35. It would be good if you could equip them with Power Armlets because she likes to cast Stop. She is also vulnerable to blind, which will reduce the accuracy of its physical attacks.
For me Mateus was easy to beat, and my characters were level 25-27.
Here is what you need to do:
- make sure that all your characters have at least level 1 quickenings
- use quickening chain with characters that you don't use to get rid of those icy monsters that are around Mateus (start quickening chain on Mateus since she's in the middle, and try to get Torrent or Cataclysm quickening or if you're lucky Windburst)
- when you kill all those icy monsters switch your party to attackers and make sure one of attackers knows healing spells
- when Mateus starts casting Blizzaja you then start casting Cura to heal your party after Blizzaja.
Thats all I you need to do.
