A question about Cecil (SPOILERS)

Hi, I am new here. I have just started playing the Final Fantasy IV 3D remake and have a question: in his first dialogue with Rosa Cecil expresses remorse for his actions and blames himself for "robbing innocent people". What I don't get it why does he blame himself just for the theft of the magic gem without mentioning the fact that his soldiers killed people present in the room where the gem was. I mean, murder is a worse action than just the theft, why does he blame himself for the LESSER evil he has done? Or maybe did his soldiers just knock the people out, without killing them? But then why does the soldier at the beginnig say "we cut them down", even though I am not an English speaker, I thought that "cut down" means "kill"?
By the way, what did he say in the original game, not in the remake? I once saw a video clip and the situation was rather different: if I remember correctly, the guardians of the stone at least engaged in a fight, while in the remake the soldiers just attack them unprovoked.

Also, could you spoil for me the ending please: will Cecil repent for the murders or won't the subject be discussed anymore in the game?
 
It has been a while since I played. I can't remember the exact dialogue at the beginning but
you actually see the Mysidians in the prison in Baron so they weren't killed. You can talk to them and they tell you to return the crystal. As for repenting, if you really want to know:
Cecil does repent for his actions by becoming a paladin later in the game.
