I just bought XIV yesterday to try it out (CE for $25 new!) And I have a few questions.
I was under the impression that XIV is still free, correct? I've never played an MMO and I didn't think you would need credit card info while it was still free, but you do.

Right now it's a character design thing. I think Noel looks horrible, and I honestly think I've seen that same character in multiple anime shows. Whether people like Lightning or not, at least she LOOKED cool.
They could've also taken this opportunity to tweak the characters personality a bit...
Maybe once a l'cie completes their focus their powers remain?
Or if Lightning is dead or in another world, maybe she can use magic there?

It's not really "in your face", but it's probably there for sex appeal. There's no way they made the armor like that just cause.
Not complaining though, XIII is actually one of my favorite games, it just doesn't seem much like Lightnings character to me.
True, but the way they made her legs show in that was more...natural? Like you expect to see legs with a skirt on, you know? Just a bit sex appeal doesn't really matter to me, but I think that the way they did the armor just screams it out to loud.
