Well, I wasn't saying aggressive driving is linked to not wearing seat belts in my last post, I was comparing. I do actually know someone who died because the seat belt cut his jugular vein and another who was thrown out into the passenger seat after being broadsided which would have killed him if he was wearing a seat belt. I can't say I've known anyone in my lifetime where a seat belt saved their life. I personally feel more comfortable not wearing one, and I find it unfair that they take away my comfort for driving (I know that sounds so petty and childish, but I believe what I believe).

I've actually heard that the reason for the seat belt law is strictly driven by insurance companies. An insurance company doesn't have to pay you compensation if you weren't wearing a seat belt. Big business is happy, government is happy.

And sadly enough Hal, my twin is right, here in the US, the person flips the bill, never the government. Even a severly ill, aged person will be paying for their continuous treatment in their own wake by their family. I guess it is sort of understandable from the governments end, but some people really are in a severe state and have no way of getting better treatment due to their lack funds.

As far as I'm aware, hospitals even IN AMERICA have to treat patients that are victims or car crashes, gunshots etc.

They're insurance companies, they'll use any excuse to not pay because that's how they make their money. I'm generally against insurance companies cheating people out of insurance over technicalities, but I think it's fair enough in this case.
Also if what you say were true, then there would be no law about seatbelts. So I don't believe that.

A friend of mine had two friends die that weren't wearing seatbelts, they were in a truck that got hit, it rolled, they got thrown out and were crushed. There's always stories like that everyone can tell.
They can't force you to wear a seatbelt and you'll just have to keep being fined, unless you decided to wear a seatbelt.

And the patient has to pay the bill. And/or what their insurance company doesn't cover. If the patient doesn't have insurance, they're on the hook for the bill.

I think the law is good, but not perfect. I agree that we need to provide some incentive to make people think about safety, but I don't think money is the way to do it.

I mean some people are just rolling in the cash, I mean would Bill Gates seriously be concerned if he lost a hundred dollars or so? I mean it's nice to have that money, but he can probably afford to drive around naked in a convertible and throwing large stones at people he passes. No seatbelt? Well something tells me it won't affect his wallet much...

Now I don't know what should be used as incentive, but I don't think it should be money.
