Hi

So my party is level 25, I haven't had trouble with any bosses until now. I know you can change everyone to dragoon and own him, but I don't feel like doing that strategy. Needless to say his bolt nearly wipes out everyone and then he attacks regularly and I lose. So yeah do I just need to level? If so where can I do that? Any other tips besides making everyone dragoon?

For that I just used the standared party. Knight, monk, white mage and black mage. Attack with the knight and monk. Heal every turn with white mage. And I mean EVERY turn. And cast your strongest black magic with the black mage. I think I was roughly 30 when I faced him.
 
I think I too was around 30 (of course I was playing on the old NES). Bravo for wanting to be original, but do not be too proud to just use the Dragoon method; I would not consider it cheesing as it has plot support (The whole town of Dragoons thing) and he is darn tough otherwise. Good luck!

Ah but sometimes half the fun of a game is the challenge. If things where too easy you'd get bored rather quickly. Plus there'd really be nothing to work for.

i was at lvl 25 which is a relative weak level (2nd file, 1st 1 got erased) and i used bard, warior, geomancer, and 1 other job (forgot) and guess what, my geomancers the only 1 who survived and she used shadowflare to kill the boss!!
 
I think you need to use dragoons, 2 maybe 3 of them. There's enough gear in the dragon spire in one of the corners of sardonia. so when the battle starts, just do like van halen (or pointer sisters if you prefer) and Jump! this should finish him off in no time :)
