if u mean the Gunner dressphere then you have it from the start of the game

I forget where exactly, but all three characters have a personal dressphere. Each of them is tied to your actions in the game.

For Yuna's, I believe you find it by exploring early in the game. It's a hidden activation kinda thing, I think.
