Tech Windows Vista Blocking Files

So I just ran across this problem when Mark was trying to send me a file via MSN messenger. When I try to extract the file, a pop-up box will say, "Windows found that this file is potentially harmful. To help protect your computer, Windows has blocked access to this file."

Erm, what do I do to have Windows unblock this? I've tried googling the problem but to no avail. I even tried "Start -> Control Panel -> User Accounts -> User Accounts -> Turn User Account Control on of off" but the UAC was already unchecked anyway...

My computer was doing that even when I was on XP, so I'm not sure if it's a problem with Vista (as I am running on that particular OS at the moment). Whenever someone tries to send me a file, it works just fine and I got this computer about a week or so ago without having done anything special. Perhaps it's something wrong with MSN itself? Isn't there supposed to be an upgrade or a download where the messenger has its own little virus checker to scan the files for you? You might want to look into that.

My computer does that when I try to change the color of my writing.
But if I click the right side of the mouse on it, it stops the pop-up.
